Dear Mr. Pike:

Thank you for your letter dated May 17, expressing your concern over comments made at the recent AFSS Leadership Conference. Your letter discusses comments I made regarding the potential risks and costs of addressing union concerns in advance of the August 3, deadline for the AFSS competitive sourcing proposal submittal.

The potential service providers, including the FAA's Most Efficient Organization (MEO) will be evaluated on the criteria contained within the SIR. Specifically, the SIR section M provides evaluation factors for award. I refer you to section 2.4 of section M, in which it is stated,

"The Government will assess the degree to which the responses are:

  • Comprehensive,

  • Viable,

  • Substantiated,

  • Internally Consistent, and

  • Realistic."

Thus, union agreements which are in conflict with or do not support the MEO's proposed approach may result in a weakness and related risk. To the extent that your organization (NAATS) has addressed those issues with the MEO, in advance of the proposal submission, the risk to the Agency Tender may be reduced. If the MEO and the union agree to provisions that increase the cost of implement the MEO's proposal, those costs may be considered in the best value evaluation.

Again, I thank you for your input as we continue to pursue the AFSS competitive sourcing process. The integrity of the competitive sourcing process relies on the active involvement of all interested parties.
