Controller Performance
Section 1. In the event of a difference in
professional opinion between the employee and the supervisor, the employee
shall comply with the instructions of the supervisor and the supervisor shall
assume responsibility for his/her own decisions.
Section 2. If a controller is relieved from his/her position of
operation by his/her supervisor because of alleged unacceptable performance of
duty, the controller, if he/she requests, shall be given a written explanation
of the reason for such action by his/her supervisor within 24 hours. The
written explanation is not to be construed as a notice of proposed adverse
action.
Section 3. For each incident in which emergency service assistance (not
including practice or simulated assistance) is provided to a pilot of an
aircraft, the information necessary to complete FAA Form 7230-6 (11-73 or its
successor) shall be forwarded to the Air Traffic Manager as soon as possible,
but not later than 2 working days after the date of the incident. Flight
assists of an outstanding nature shall be so noted, including the name(s) of
the specialist(s) "primarily responsible" for the assist, and forwarded to the
regional office to determine whether further dissemination is appropriate. In
addition, a copy of all flight assists shall be made available to the Facility
Representative, upon request. Training based on minor deviations in procedures
and/or phraseology which occurred during a flight assist shall not be
considered remedial training.
