Agreement of National Association of Air Traffic Specialists (NAATS) and Federal Aviation Administration (FAA) for Compensation and Costing.
The FAA and NAATS agree to use the following process to support negotiation of a new contract and related compensation for the NAATS bargaining unit within the FAA.
1. Create a FSS reclassification/compensation/costing work team made up of no more than 5 representatives from the FAA and 5 from NAATS. A representative may also be a member of the formal negotiating team; however, if scheduling conflicts occur, participation in the compensation/costing work team will be the primary responsibility. Each party will designate a work team lead.
2. The work team activities will be the central focal point for reclassification implementation, compensation policy and procedures development and costing affecting NAATS bargaining unit employees. Each team is fully empowered to represent their organization on these matters. Once the total funding level for compensation of bargaining unit members has been agreed to by the principal negotiators, the work team will develop the appropriate distribution of those funds consistent with sound reclassification and compensation principles. Excluded from the scope of the work team will be items related to manager, supervisors and staff (MSS).
3. All costing activities in support of the work team or the negotiating team will be accomplished by or through work team members. It is recognized that there will be some costing activities that will directly support development of negotiating positions and, therefore, not discussed with work team members from the other side.
4. The work team will work in a manner that allows for open exchange of information and discussions. During the development process, participants may change, revise or withdraw proposed policies, procedures or information presented, as appropriate.
5. The work team products are considered to be jointly agreed upon and complete when provided to the respective lead negotiators. Because of the integrated nature of many of the expected policies and procedures, many of those products will be provided in packages of of elements cannot be individually altered without potentially impacting the remaining package elements or other developed products. Items for which the work team was unable to reach agreement will be forwarded to the lead negotiators along with the recommendations of each party.
6. Work team products are not considered final until approved by the lead negotiators.
7. The work team will brief the respective negotiating teams either jointly or individually as determined by the lead negotiators on work team status and products when requested by those negotiators or as major activities have been accomplished.
8. Meeting locations will be determined by the work teams.
