RECOMMENDATIONS FROM THE PART-TIMING WORK GROUP
The part-time work group agrees that the below listed actions would result in efficiencies that could be utilized either to absorb a reduction in bargaining unit (BU) employees (to pay for a salary increase) and/or absorbed into the BU to allow a better placement of employees during busy activity periods.
Reduce the number of FSDPS automation specialists nation-wide by 22 (leaving an average of 4 bargaining unit employees at each FSDPS).
Reduce staffing on the midshifts by 25 system-wide by offloading 800-weather brief calls. The plans would be developed by regional work groups.
Beginning in the 2nd year, part-time approximately 25 facilities, which would equate to a savings of approximately 40 FTE's per year. (If this action were taken in addition to the action under bullet 2, the 40 FTE efficiency gains would be in addition to the 25 FTE efficiency gains in bullet 2). The action would be accomplished in 2 phases: Phase I would be accomplished using the flight watch frequencies and Phase II would utilize the new AFSS voice-switch under development. The transition plan would be developed at the regional level with guidance from a national work group.
Automate all broadcast functions by year 4 of the agreement (estimate savings -- 61 FTE's per year).
