FLIGHT ASSIST PROGRAM
The flight assist reporting is detailed in Order 7210.56B, Air Traffic Quality Assurance, Chapter 4, Air Traffic Incidents, Paragraph 4-1-5, Flight Assists. Flight Assist Reports (form 7230-6) are sent to the Air Traffic Resource Management {ATX) organization, specifically, to Planning, Information, and Analysis, ATX-400.

ATX-400 maintains a database for the tracking of flight assists. The database mirrors the form, with limited space for keywords or description. All reports are entered into the database upon receipt. If the information concerning the number of passengers on board (block 5 of the form) is not completed, "one" is presumed and entered into the database accordingly.

Flight assists are reported on a calendar year basis. During the January/February timeframe of each calendar year, ATX-400 solicits nominations for each regional Air Traffic Division for its national "outstanding" flight assist awards. Once the nominations are submitted, a briefing book of all nominations is compiled and a headquarters review board is established to review the nominations. The review board consists of members from all
options (en route, terminal., and flight service). The review board is usually composed of 6 to 10 members. A unanimous vote for the winners must be reached concerning the selections. While it is possible to award a winner in each of the three options, it is not a requirement.

For your information, in 1998, four air traffic control specialists were chosen as National Outstanding Flight Assist winners. Two were from the Denver Air Route Traffic Control Center (ARTCC), one was from the Chattanooga Airport Traffic Control Tower (ATCT), and the other was from the Huron Automated Flight Service Station (AFSS).

In 1999, there were two winners, one from Denver AFSS and the other from Washington Dulles ATCT. There was no selection from the en route option since the review board did not believe the nominations met the criteria.

In 2000, a total of six personnel were honored with the award. There were four persons from the terminal option (Tampa ATCT), one from Seattle ARTCC, and the winner in the AFSS area was selected based on her position while at Prescott AFSS. She is currently at Leesburg AFSS.

Attached are reports by calendar year for 1998, 1999, and 2000, In addition, a report for the period of January 1 through June 30, 2001, is also included. These reports reflect the report number, the region, facility identifier, the facility type, and whether the flight assist was submitted as "outstanding.
