Dear Mr. Bertram:

NAATS has been made aware, informally, that an OMB Circular A76 study is being contemplated for our bargaining unit. On May 31, 2002 I sent a letter to Administrator Garvey regarding this matter (copy enclosed).

We have received no response to this letter and, to this date, we have no official notification of the Agency's intent. We have heard rumors that a contract has been awarded Grant Thornton and that a feasibility study is being conducted.

It is our understanding that you are the Agency subject matter expert on A76 and, as such, the point of contact. Please consider this to be our formal request for the following documentation.

1. A copy of the FAA contract with Grant Thornton, including all deliverables;

2. The deliberative process and the mechanics the FAA used in arriving at the conclusion to award this contract. Please include a copy (digital preferred) of all briefings provided (PowerPoint, Excel, etc.) to FAA managers.

3. The name of the OMB sponsor for this matter;

4. The person(s) who wrote the statement of work;

5. The chronology of events, past and present, for the process.

All of the above are identified as public knowledge and should not be a burden for you to provide. Time is of the essence; your response within five (5) business days of receipt is expected.
