This letter is to clarify the Federal Aviation Administration (FAA's) position concerning the impact of the Most Efficient Organization (MEO) on the National Association of Air Traffic Specialists (NAATS) Collective Bargaining Agreement.

We are unaware of any instances in the Federal sector where collective bargaining rights were abrogated as a result of the Governmental MEO's successful competition in the A-76 process. We have no expectation that the rules and regulations would have any different outcome for the FAA.

I hope this clears up any misunderstanding that may have resulted from the Atlanta A-76 briefing
