Dear Administrator Blakey:


I have been trying to schedule a meeting with you but, understandably, your calendar has been such that you haven�t yet been able to accommodate my request. The purpose for the meeting is to discuss two topics:

1. NAATS/FAA pay negotiations impasse

2. A76 FSS Study

Both of these matters are of considerable importance to the members of our bargaining unit and I look forward to discussing them with you at your earliest convenience.

In the interim I want to call your attention to a significant problem that has developed in the Office of Public Affairs (APA). In public correspondence regarding the A76 study APA has refused to acknowledge the fact that members of our bargaining unit are air traffic controllers. I�ve contacted APA-300 to try to correct this problem but to no avail. We are used to the �spin� APA applies to A76 when they talk with the public or congress, such as calling it �strategic sourcing� and denying that it�s contracting out or privatization. That is troubling enough, but this continued misrepresentation of our workforce now appears to deliberately obscure the importance of the proposed actions of the FAA.

Obviously the proper job title for these affected employees is pertinent to the appropriateness of the study. The FAA should be able to make its case for this A76 study without distortion of facts. We feel that�s the least the agency owes to this dedicated group of employees, the public and congress.

I ask that you instruct your staff to accurately depict both the A76 study and the job title and classification of the FSS workforce.
